Light scaling has not exposed the coarse aggregate. Moderate has, and up to three eighths of an inch of surface mortar has gone with it. Severe leaves the stone standing out. On a village where 91.4 percent of the housing predates 1980 and the median build year is 1947, most walks and steps here are original, so where they sit on that scale is the first thing to establish and the last thing most quotes mention.
What each Solvay grade is actually worth doing
Match the spend to the grade. Minor scaling on a walk is cosmetic and may need nothing at all, which is an answer we are happy to give. Moderate loss on treads is a real safety question because the nosing is where people put their weight, so it moves up the list even when a driveway with the same grade would not. Severe loss on a step is a replacement, because there is no sound surface left to bond a repair to.

NRMCA defines scaling as local flaking or peeling of a finished surface of hardened concrete as a result of exposure to cycles of freezing and thawing. It generally starts as localized small patches which later merge and extend over large areas. Light scaling does not expose the coarse aggregate. Moderate scaling exposes the aggregate and may involve loss of up to 1/8 to 3/8 inch, or 3 to 10 mm, of the surface mortar. In severe scaling more surface has been lost and the aggregate is clearly exposed and stands out. NRMCA lists the causes of most scaling as the use of non-air-entrained concrete or too little entrained air, especially at the surface; concrete of low strength that allows water to permeate; an improper mixture or mixture proportions for the application; application of excessive amounts of de-icing chemicals, especially on newly installed concrete that tends to be saturated and of lower strength; improper finishing procedures; and insufficient curing resulting in a weak concrete surface. It adds that de-icing chemicals make matters worse by increasing the saturation of concrete at the surface and increasing the number of freezing and thawing cycles.

NRMCA recommends applying a commercially available silane or siloxane based breathable concrete sealer or water repellent specifically designed for use on concrete slabs, following the manufacturer's instructions, and states that the concrete should be reasonably dry before a sealer is applied. It names late summer with a few dry days preceding application as the ideal time.

When is the right time to seal a Solvay front walk?
Late summer, with a few dry days before it goes on. A breathable silane or siloxane repellent needs the concrete to be reasonably dry, so sealing in late fall traps moisture in the slab going into winter and works against you. Anyone offering to seal a walk the week before the first snow is offering the wrong job at the wrong time of year.
My Solvay steps are flaking but they feel solid. Do I need to do anything?
Possibly not yet. Minor scaling is a cosmetic issue and may not need repair at all. What changes that answer on steps specifically is the nosing: once the front edge of a tread has lost enough material to round off, it is a footing problem as well as a looks problem, and that is the point to act.
