Solvay village reports 3,292 housing units with a median year built of 1947. 43.1 percent were built in 1939 or earlier, 53.6 percent before 1950 and 91.4 percent before 1980, the highest pre-1980 share of any village in Onondaga County. NRMCA defines scaling as local flaking or peeling of a finished surface of hardened concrete as a result of exposure to cycles of freezing and thawing. It generally starts as localized small patches which later merge and extend over large areas. Light scaling does not expose the coarse aggregate. Moderate scaling exposes the aggregate and may involve loss of up to 1/8 to 3/8 inch, or 3 to 10 mm, of the surface mortar. In severe scaling more surface has been lost and the aggregate is clearly exposed and stands out. NRMCA lists the causes of most scaling as the use of non-air-entrained concrete or too little entrained air, especially at the surface; concrete of low strength that allows water to permeate; an improper mixture or mixture proportions for the application; application of excessive amounts of de-icing chemicals, especially on newly installed concrete that tends to be saturated and of lower strength; improper finishing procedures; and insufficient curing resulting in a weak concrete surface. It adds that de-icing chemicals make matters worse by increasing the saturation of concrete at the surface and increasing the number of freezing and thawing cycles.

NRMCA recommends applying a commercially available silane or siloxane based breathable concrete sealer or water repellent specifically designed for use on concrete slabs, following the manufacturer's instructions, and states that the concrete should be reasonably dry before a sealer is applied. It names late summer with a few dry days preceding application as the ideal time.

How we grade a Solvay slab before pricing anything
Solvay has the highest pre-1980 share of any village in Onondaga County at 91.4 percent, on a median build year of 1947, so nearly every original walk, step and drive in the village has reached the point where surface durability rather than strength is what has run out. That makes grading the damage the job on a first visit, and the dividing line is the stone. Flaking that has not exposed the coarse aggregate is light scaling, the mildest of the three grades, and we will say so rather than sell you a resurfacing for it. Once the aggregate is exposed, up to three eighths of an inch of surface mortar has gone, and once the stone stands proud of the surface more than that has. One thing to refuse while you decide: sealing has a season. A silane or siloxane sealer wants a reasonably dry slab and a few dry days before it goes on, which means late summer, so anyone offering to seal a Solvay driveway the week before the first snow is offering the wrong job at the wrong time.
