Do Not Salt New Concrete. Use Sand Instead

What to put down, and when

  1. The first winter after a pour

    Clean sand only

    NRMCA's stated rule is to avoid the use of de-icing chemicals in the first winter and to use clean sand for traction instead. Newly placed concrete tends to be saturated and of lower strength, which is the exact condition that scales.

  2. Below 15F, in any winter

    Sand and a shovel

    New York's Department of Environmental Conservation states that rock salt will not melt snow or ice below 15F. Spread at that temperature it sits on the concrete in solution and buys no traction at all.

  3. After the first year, above 15F

    Sodium or calcium chloride, sparingly

    NRMCA considers de-icing chemicals composed of calcium chloride and sodium chloride, which is rock salt, acceptable for concrete. DEC puts the amount actually needed at 12 ounces of rock salt for a 20 foot driveway, after shoveling first.

  4. Never, on any concrete

    Ammonium and magnesium products

    NRMCA states ammonium sulfate, ammonium nitrate and magnesium-based salts should never be used as a de-icer because they are chemically aggressive and destroy concrete surfaces. Never use lawn fertilizer as a de-icer.

  5. After a thaw

    Hose it off

    NRMCA advises that when conditions permit, homeowners should hose off the accumulation of salt deposited by cars on driveways and garage slabs, and warns that poor drainage letting salt solutions stand raises the severity of the exposure.

Sand through the first winter, and that is the whole instruction

If you have new concrete going into its first Syracuse winter, buy sand and leave the salt in the store. NRMCA's stated rule is to avoid the use of de-icing chemicals in the first winter and subsequently to use them in moderate amounts, and its detailed guidance is to avoid de-icing chemicals on newly placed concrete if possible and to use clean sand for traction instead, because excessive applications increase the potential for scaling. That is the single cheapest thing anyone can do to protect a new slab or a fresh repair, it needs no contractor, and almost nobody is told to do it. Sand gives you grip without chemistry. It does not melt anything, which means it has to be swept up in spring, and that is the entire downside against a slab that reaches its second winter with its surface intact.

Why new concrete is the worst possible thing to salt

Because it is already holding the water that does the damage. NRMCA lists among the causes of most scaling the application of excessive amounts of de-icing chemicals, especially on newly installed concrete that tends to be saturated and of lower strength, and it notes that de-icing chemicals make matters worse by increasing the saturation of concrete at the surface and increasing the number of freezing and thawing cycles. There is a strength threshold behind that. NRMCA states that newly placed concrete is saturated with water and should be protected from cycles of freezing and thawing until it has attained a compressive strength of at least 3,500 psi. A slab poured in the fall has not reached that number by the time the first thaw cycle arrives, so its first winter is the one winter where the owner's choices matter most.

The salt you never bought, delivered by your own car

A driveway that has never been salted by hand still fails at the salt exposure class, and the trade body names the reason. NRMCA's written advice is that when conditions permit, homeowners should hose off the accumulation of salt deposited by cars on driveways and garage slabs, and it warns that poor drainage causing salt solutions to accumulate on concrete surfaces increases the severity of the exposure and may cause scaling. It also notes that magnesium-based salts, which it says should never be used on concrete, are used for pre-snow de-icing of roads and can be tracked by cars and accumulate on concrete surfaces. So the two worst places on the property are the top of the driveway and the garage slab, because that is where the car stands and where the brine runs off it. A garage floor looks protected and takes the heaviest chloride load you own.

How much salt is on the roads around you

This is not a marginal exposure in this county. An Onondaga County Legislature resolution records that the county entered a five year contract extension with New York State for snow and ice control on state highways for the 2024 to 2029 seasons, with an estimated annual base of $5,339,023, and that the estimate for the 2025 to 2026 season was raised to $6,114,262, the stated reason being rising labor costs and an increase in the blanket contract price per unit for road salt by the ton, with $387,620 of the increase appropriated to the salt supplies account. The state determined a severity factor of 1.585 for the winter of 2024 to 2025, releasing an additional $3,123,328 to the county, of which $657,885 went to the salt account. The county also told its own legislature that all towns and villages buy salt off the county contract, so it is the same material everywhere.

Which bags are safe and which destroy concrete

Read the chloride named on the bag, because two products sold in the same aisle behave completely differently. NRMCA states that de-icing chemicals composed of calcium chloride and sodium chloride, which is rock salt, are considered acceptable for concrete, and that ammonium sulfate, ammonium nitrate and magnesium-based salts should never be used as a de-icer because they are chemically aggressive and destroy concrete surfaces. Two practical consequences follow. Never use lawn fertilizer as a de-icer, because ammonium sulfate and ammonium nitrate are exactly what fertilizer is, and a bag of it in the garage is a tempting mistake in an ice storm. And the magnesium products marketed as gentler alternatives are on the never list, which is the opposite of what the packaging usually implies. Acceptable is also not the same as harmless: the rule that goes with it is moderate amounts.

How little you actually need, according to the state

Most people spread several times what works. New York State's Department of Environmental Conservation states that you only need 12 ounces of rock salt to effectively melt snow and ice on a 20 foot driveway, that the first step is to shovel what you can because removing snow and ice first reduces the amount of rock salt needed, and that rock salt will not melt snow or ice below 15F. It adds that it takes only one teaspoon of salt to permanently pollute five gallons of water. The temperature line is the useful one on a cold Syracuse morning: anyone salting at 10F is paying to damage their own slab for no traction benefit whatsoever, because the salt cannot work at that temperature and simply sits there in solution. At those temperatures the correct answer is a shovel and sand.

There is a damage path that does not need a freeze at all

Worth knowing, and worth reporting honestly rather than smoothing over. Purdue University's Joint Transportation Research Program reports that some chloride-based de-icing salts react with the calcium hydroxide in the cement paste to form calcium oxychloride, an expansive phase that can damage concrete pavement, and it examines blended salt mixtures, described as salt cocktails, and their effect on how much of it forms. That sits in genuine tension with NRMCA calling calcium chloride acceptable for concrete, and the tension is real rather than a matter of one source being wrong: the research reports a mechanism, not a service life. The practical reading is that a mild, wet, heavily salted winter can take a surface apart without much freezing, and that the honest answer to which de-icer is safest is less de-icer, on a slab that drains.

How many times a winter this happens

The number of separate events matters more to concrete than the depth of snow, because each one is a wetting, a salting and a thaw. Under the NOAA 1991 to 2020 normals, Syracuse averages 123.8 inches of snow a year at Hancock International Airport, with 66.4 days of snowfall of at least 0.1 inch, 34.5 days with at least 1 inch, 13.4 days with at least 3 inches, 5.8 days with at least 5 inches and 1.1 days with at least 10 inches. Onondaga County's own snow and ice control page puts the county average at 122 inches, more than 10 feet, and states that the county is responsible for 800 miles of road within its boundaries. Two independent sources within two inches of each other. Sixty-six snowfall days is sixty-six occasions when something gets spread on a surface near your car.

The sidewalk you still have to clear, and how to clear it

Inside the City of Syracuse the city now repairs and installs sidewalks, but property owners retain responsibility for clearing snow and ice from the sidewalk and must clear it by 6 p.m. on the day after accumulation, with the city running a supplemental sidewalk snow removal program alongside that duty. That is the obligation that puts chloride onto concrete every winter, and it applies to the public walk in front of a slab you do own: your steps, your stoop and the walk from the sidewalk to your door. Meeting it with a shovel and sand rather than with salt protects the private concrete either side of the public walk, and it protects the public slab you are no longer paying to replace directly. Same duty, same twenty minutes, materially different outcome for your steps.

The salt in the town's name is not the salt on your driveway

A local belief worth retiring. Onondaga County's 2025 hazard mitigation plan records that the Town of Salina received its name in 1797, when the Surveyor General was given authority to set aside a portion of the Salt Reservation for use in salt manufacturing, that the Salt Reservation had been created by treaty and extended one mile around Onondaga Lake, and that the Village of Salina was chartered in 1798. Salt is in the name because of brine wells, not roads. A homeowner in Salina or Solvay who blames the historic salt industry for a scaled driveway is looking two centuries too far back. The chloride on that concrete arrived this winter, on a car, off a road, from the county's own contract. Which is good news, because that is a source you can do something about and industrial history is not.

Sealing helps, in August

A sealer is worth doing and the timing is the whole trick. NRMCA recommends applying a commercially available silane or siloxane based breathable concrete sealer or water repellent specifically designed for use on concrete slabs, following the manufacturer's instructions, and states that the concrete should be reasonably dry before a sealer is applied. It names late summer, with a few dry days preceding application, as the ideal time. That means the offer to seal your driveway in November is the wrong job in the wrong month: a sealer over a damp slab traps water in the concrete going into winter. Put it on the calendar for next August instead, keep the first winter to sand, and you have covered the two protective measures that actually matter without paying anyone to do the one that does not work.

None of this needs a contractor

That is the point of the page. Sand instead of salt through the first winter, a shovel before anything gets spread, nothing at all below 15F, no ammonium or magnesium products ever, a hose over the garage slab and the top of the driveway after a thaw, and a breathable sealer in late summer. Every one of those is a homeowner decision and together they are most of the protection a Syracuse slab can be given. Where we come in is the other half: a slab that is already scaling, already cracked at the joints, or already moving, where the specification for the replacement matters more than the maintenance does. NRMCA defines scaling as local flaking or peeling of a finished surface of hardened concrete as a result of exposure to cycles of freezing and thawing. It generally starts as localized small patches which later merge and extend over large areas. Light scaling does not expose the coarse aggregate. Moderate scaling exposes the aggregate and may involve loss of up to 1/8 to 3/8 inch, or 3 to 10 mm, of the surface mortar. In severe scaling more surface has been lost and the aggregate is clearly exposed and stands out. NRMCA lists the causes of most scaling as the use of non-air-entrained concrete or too little entrained air, especially at the surface; concrete of low strength that allows water to permeate; an improper mixture or mixture proportions for the application; application of excessive amounts of de-icing chemicals, especially on newly installed concrete that tends to be saturated and of lower strength; improper finishing procedures; and insufficient curing resulting in a weak concrete surface. It adds that de-icing chemicals make matters worse by increasing the saturation of concrete at the surface and increasing the number of freezing and thawing cycles.

NRMCA states that in its fresh state concrete freezes if its temperature falls below about 25F, that the potential strength of frozen concrete can be reduced by more than 50 percent, and that it will not be durable. Concrete should be protected from freezing until it attains a compressive strength of 500 psi, which is about two days after placement. NRMCA states that concrete which will be in contact with water and exposed to cycles of freezing and thawing should be air-entrained, and that newly placed concrete is saturated with water and should be protected from cycles of freezing and thawing until it has attained a compressive strength of at least 3,500 psi.
