Under the city's Municipal Sidewalk Maintenance Program, repair and replacement of existing public sidewalk moved to the city in the second half of 2021, funded by a yearly fee on every property in Syracuse that climbs to $100 a year for a home by year six. So the first thing to settle at a city address is where the public walk ends and your concrete starts, because a bid to replace the sidewalk is a bid for something you already fund. If you do pay for sidewalk work yourself, pulling the permit carries a ten year exemption from the fee, which is a specific reason to refuse anyone who offers to skip it. What stays yours is the drive, the apron at the road, the walk to your door, the steps, the patio and the garage slab, and with a median build year of 1948 more than half of it predates 1950.

Under the City of Syracuse's Municipal Sidewalk Maintenance Program the city took responsibility for sidewalks in the second half of 2021. The city's published fact sheet describes the previous policy as one where property owners were responsible for maintenance and replacement of sidewalks, sidewalks were condemned if identified as unsafe with citations primarily complaint-driven, and property owners were required to pay for the construction of new sidewalks. Under the program the city is responsible for the repair and replacement of existing sidewalks and for the annual expansion of the sidewalk network, working with the Syracuse Metropolitan Transportation Council to prioritize pedestrian safety and access. The program establishes four districts on the Department of Public Works quadrant boundaries and spends the funding collected in each district in that district.

The City of Syracuse's sidewalk program is funded by a yearly fee on every property in the city, including properties exempt from property taxes. There was no cost to property owners in the first year. The fee was implemented in year two at $20 for residential and $60 for commercial properties, and increases by $20 and $60 respectively each year until year six, when it reaches a set annual rate of $100 for residential and $300 for commercial. The annual cost of the program is estimated at $4.5 million. The City of Syracuse's sidewalk program includes a fee exemption for property owners who completed permitted sidewalk work within ten years from the date the permit was issued. The City of Syracuse states that although the city now repairs and installs sidewalks, property owners retain responsibility for clearing snow and ice from the sidewalk, and must clear it by 6 p.m. on the day after accumulation. The city operates a supplemental sidewalk snow removal program alongside that duty. In a recent construction season the city recorded approximately 11 miles of sidewalk improvements citywide.
