Sealing a Solvay garage slab, and when it is too late for that
A breathable silane or siloxane repellent is a genuinely useful thing on a sound slab, and it is useless on two kinds of floor: one that is damp, and one that has already lost its surface. The concrete needs to be reasonably dry before a sealer goes on, and the ideal window is late summer with a few dry days ahead of it. With 91.4 percent of Solvay housing built before 1980 on a median build year of 1947, plenty of garage slabs in this village are past the point where any coating helps, and being told which side of that line you are on is worth more than the product.
Sound enough to protect, or past protecting, in Solvay
Two questions settle it. Is the coarse aggregate showing where the floor has pitted, and does the slab dry out between uses. A dry, sound floor with light surface loss is a candidate for a repellent applied in late summer, and that is money well spent. A floor with the stone standing out of it has lost thickness, and a sealer on that is a coat of paint on a problem, applied at the wrong time of year into the bargain.

A repellent wants the concrete reasonably dry and a few dry days before application. Applied to a damp slab in late fall it traps water in the concrete going into winter.
The stone test applies indoors too
No aggregate showing is light loss. Aggregate exposed means surface mortar has gone. Aggregate standing proud means the floor has lost real thickness and coatings will not restore it.

At 91.4 percent pre-1980, the tightest concentration in the county, most garage slabs here are original and have been taking tracked chloride for their whole life.
What a sealer needs, and what Solvay slabs are like
Solvay village reports 3,292 housing units with a median year built of 1947. 43.1 percent were built in 1939 or earlier, 53.6 percent before 1950 and 91.4 percent before 1980, the highest pre-1980 share of any village in Onondaga County. Only 8.6 percent of Solvay's housing was built in 1980 or later.

NRMCA recommends applying a commercially available silane or siloxane based breathable concrete sealer or water repellent specifically designed for use on concrete slabs, following the manufacturer's instructions, and states that the concrete should be reasonably dry before a sealer is applied. It names late summer with a few dry days preceding application as the ideal time.

NRMCA defines scaling as local flaking or peeling of a finished surface of hardened concrete as a result of exposure to cycles of freezing and thawing. It generally starts as localized small patches which later merge and extend over large areas. Light scaling does not expose the coarse aggregate. Moderate scaling exposes the aggregate and may involve loss of up to 1/8 to 3/8 inch, or 3 to 10 mm, of the surface mortar. In severe scaling more surface has been lost and the aggregate is clearly exposed and stands out. NRMCA lists the causes of most scaling as the use of non-air-entrained concrete or too little entrained air, especially at the surface; concrete of low strength that allows water to permeate; an improper mixture or mixture proportions for the application; application of excessive amounts of de-icing chemicals, especially on newly installed concrete that tends to be saturated and of lower strength; improper finishing procedures; and insufficient curing resulting in a weak concrete surface. It adds that de-icing chemicals make matters worse by increasing the saturation of concrete at the surface and increasing the number of freezing and thawing cycles.

A contractor offered to seal my Solvay garage floor in November. Should I?
No. A sealer wants a reasonably dry slab and the recommended window is late summer with a few dry days beforehand. Applied in late fall to concrete that is still holding moisture, it seals that moisture in going into the freezing season, which is the opposite of what you are paying for. If the offer is made in November, the timing alone tells you something.
Is it worth sealing a Solvay garage floor that already pits?
It depends how far it has gone. Light surface loss on a sound slab is exactly what a repellent is for. Once the coarse aggregate is exposed and standing out of the surface, mortar has been lost through the thickness and no coating puts that back. At that point the honest options are a keyed repair where the base is still sound, or replacement.
