The clearing duty that survived the 2021 change
The city took over repairing public sidewalk, but it did not take over clearing it. Property owners still have to clear snow and ice from the walk in front of them, by 6 p.m. on the day after it accumulates. That duty is what puts de-icer on concrete by hand, at full strength, right where you walk: the steps, the stoop and the path from the public walk to your door. It is also why those surfaces so often look worse than the driveway on the same lot. Rebuilding them is straightforward. Rebuilding them without changing what goes on them every January is how you buy the same job twice.
What to change when city steps get rebuilt
Rebuilding is the easy half. The half that decides how long it lasts is what you spread on the finished work and where the meltwater goes. Clean sand gives traction without chemistry, the shovel does more than the bag does, and new concrete should get no de-icer at all through its first winter. Settle that at the same time as the design, because a fresh set of treads salted in its first December is a set with a shortened life.
The deadline is 6 p.m. the day after
The city still requires property owners to clear snow and ice from the sidewalk by 6 p.m. on the day following accumulation, even though it now repairs and installs the walk itself.
Sand clears without attacking the surface
Sand gives traction and does nothing to the concrete. Choosing it over salt protects your own steps and the public slab you are no longer paying to repair directly.
Steps and stoops are their own specification
Exterior porches, steps and carport slabs sit in the same code category as garage floor slabs, with strength set by weathering and total air content between 5 and 7 percent.
What the city kept, and what it left on your steps
The City of Syracuse states that although the city now repairs and installs sidewalks, property owners retain responsibility for clearing snow and ice from the sidewalk, and must clear it by 6 p.m. on the day after accumulation. The city operates a supplemental sidewalk snow removal program alongside that duty. In a recent construction season the city recorded approximately 11 miles of sidewalk improvements citywide.

Table R402.2 of the Residential Code of New York State sets the minimum specified compressive strength of concrete by weathering potential. For porches, carport slabs and steps exposed to the weather, and for garage floor slabs, it is 2,500 psi where weathering is negligible, 3,000 psi where moderate and 3,500 psi where severe. For basement walls, foundation walls, exterior walls and other vertical concrete work exposed to the weather it is 2,500, 3,000 and 3,000 psi respectively. Footnote d requires that concrete be air-entrained with a total air content of not less than 5 percent and not more than 7 percent by volume.

Why are my city steps in worse shape than the driveway?
