When steps peel without help from frost
NRMCA notes that concrete can peel without any freezing, often because the surface was troweled with steel while bleed water was still on it. It also calls a broom finish enough for most outdoor surfaces.
Put the mix in writing.
That matters for steps. A smooth, hard-troweled tread is more likely to scale than a broomed one, and slicker underfoot in March. Ask the contractor to name the finish for the treads and the landing. If the answer is a broom finish, you have a better answer than the one that peeled.
Start with the street and the slab.
Ask about timing as well. A surface finished too early, while water still rises on it, is the kind that peels later. Ask for a contractor who waits for the water to leave, and say so in those words.

A house from the seventies and its steps
With 61.7 percent of town homes built before 1980, steps from those decades may have been poured with the house or soon after, possibly as one piece. A cracked top step may be tied to a foundation that has moved, so say whether the house itself has settled. If it has, have the town code office or a structural engineer look before anyone rebuilds the steps.
Check whose job it is.
Photograph the steps from the side. A lean toward the house or away from it tells the contractor whether to repair the surface or replace the run.
Check the handrail posts, too. If they are set in the concrete, a new tread means new post holes, and that belongs in the quote as its own line.
The public walk and the walk you own can differ
We found no published sidewalk rule for Manlius. The public sidewalk and the walk to your door can be different jobs with different owners. Ask your local office which part of the walk at the street is yours, and book only the part that is.
Keep the steps, the path and any public walk as separate lines in the quote. A single price for all three leaves you unable to tell what each piece costs or who answers for it.
