Your steps, your path, their sidewalk
Your steps, your front path and your patio are yours to book work on. A public sidewalk is a different matter, and the answer is not the same in every village. Ask the Liverpool village office who repairs the walk in front of your house, and give it your address.

Ask what goes on the surface, and when
A breathable silane or siloxane product made for concrete slabs is what NRMCA points to, put on reasonably dry concrete. Late summer after a few dry days is its pick for timing. Ask any contractor whether a sealer belongs in your written scope, which product it is, and when it goes on.
Tell us the address and the problem.
Then keep de-icer off new steps through their first winter, and use clean sand for grip. A bucket of sand by the door costs little next to a repour.
Ask, too, how long the steps stay closed. Fresh concrete needs time to cure before anyone leans on it, and the contractor should give you a day to walk on it and a day to park near it.

Steps poured before your grandparents bought the house
By the Census estimate, half of Liverpool village's homes were built in 1939 or earlier. Steps that old have taken a great many winters, and some were never built for this much salt. Ask whether yours need a new surface or a full rebuild, and have the answer put in writing with the pour date.
If the risers are leaning or the treads rock, a new surface will not hold. Say so on the first call, and book only when the plan names the base.
A walk that has heaved at one seam may only need that panel replaced. Ask for each panel to be priced on its own line, so you can choose.
