On a town road, ask the town. On a county road, a new driveway needs an Onondaga County Access Permit. The published residential fee is $15 a drive, and a $500 deposit comes back once the county has looked at the work. Changes to an existing drive on a county road need the county's separate permit for work in its right of way. Ask the county which permit fits your job before you book. Highway Law section 136 bars anyone from building or improving a driveway entrance inside a county road's right of way without the county's permit. On a state road, ask the state before any cutting.

What the quote should say about your apron
Ask the contractor to name the office that approves the work, to say who applies, and to say whether the pour date waits on that approval. A quote that skips those three lines leaves you holding the risk at the curb.

Ready to ask about your slab?
Ask about the first winter, too. The apron takes plow edges and salt from the street, so ask for the air content, the pour month and the days it stays closed to cars. If the pour lands in the cold months, ask what protects it overnight.
Ask what happens to the drainage along the curb. A new apron set too high or too low can hold water against the drive, and that water freezes.
